Joslin Construction is, quite simply, dedicated to the client. Ray Joslin founded the company in 1973 with the goal of delivering exceptional site construction services to the construction industry. Over the years we’ve adapted the services and products we offer to better meet the individual needs of our clients, while still maintaining the same quality we began with. By doing business the old fashioned way - with hard work, responsibility, and above all else, integrity - Joslin Construction has grown to become a respected leader in the site construction market for Texas.

Joslin Construction, founded in 1973, in Porter, Texas, is a family owned and operated company. Joslin began primarily in site utilities by doing maintenance and simple improvement projects for larger municipal and city utility districts focusing on quality work and building relationships with our clients. Joslin found opportunities to expand the business to the commercial market and began the growth of the utility division. In 2010, the earthwork division was added to the company, focusing on large infrastructure projects for industrial clients, school districts, hospitals and large retail clients. In 2014, we expanded again by adding the concrete division, which allowed Joslin to promote a turn-key service for all site infrastructure projects.
Shelton J. McDonald
President and Chief Legal Officer
Shelton McDonald has nearly 19 years of executive, financial, investment, and industry experience that he brings to his current position as President and Chief Legal Officer at Joslin Construction Texas. From 2009 to 2015 he served as General Counsel for the Joslin Family of Companies. In 2015, Shelton joined the company as Chief Operating Officer/General Counsel and in 2020, was promoted to Chief Strategy Officer and General Counsel for The Joslin Group, the management company over the various Joslin entities. In 2024, Shelton assumed the role of President and Chief Legal Officer over both, Joslin Construction Texas and The Joslin Group.
Shelton received his Bachelor of Business Administration in Finance and Real Estate with a concentration in corporate communications from Baylor University in 2002. Following graduation from Baylor, he attended South Texas College of Law, from which he graduated in 2005 with his Doctor of Jurisprudence. After graduating from Law School, Shelton began his practice in the energy sector and shortly thereafter, transitioned to private practice, specializing in corporate and transaction law.
Shelton holds various security licenses and sits on the board of Third Coast Bank. Together with his brother, Shelton manages their family ranching operation.
